.As of January 1, 2025, new salary criteria will be in effect for highly skilled migrants in the Netherlands. These changes are crucial for expats with a highly skilled migrant visa, as well as for companies that employ highly skilled migrants. For those not familiar with the IND salary criteria, The Dutch immigration services (IND) have set specific salary thresholds for highly skilled migrants. It is essential for them to meet these minimum requirements to qualify for a visa and residence permit.

IND salary criteria for highly skilled migrants 2025

  • For highly skilled migrants 30 years or older: EUR 5.688,00 per month.
  • For highly skilled migrants under 30 years old: EUR 4.171,00 per month.
  • Reduced salary requirement for highly skilled migrants: EUR 2.989,00 per month. This lower salary may apply in certain situations, such as for recent graduates, expats on an orientation year, or in sectors facing a labor shortage.

Important details regarding the IND salary criteria per 2025:

  • These salary amounts are the minimum required gross monthly salary, excluding holiday allowance.
  • Salaries must always be at market level, meaning they must reflect the average salary for the job and location. Employers need to ensure that the salary they offer is competitive within the local market.
  • Salaries must be paid on a monthly basis, following the IND’s rules.

What to do if you’re not an IND recognized referent, but would like to hire a foreign worker?

In addition to meeting the salary criteria, the residence permit application must be made by an IND recognized sponsor. If you are not yet recognized or registered with the IND, we, at TOSS, can assist you. As an IND-recognized referent, we can act as the legal employer and employ foreign workers through our payroll services. We also handle the application for residence and work permits with the IND, ensuring the expat can start working as quickly as possible.

Conclusion

The new salary rules for highly skilled migrants in 2025, introduced by the IND, aim to attract skilled workers to the Netherlands while ensuring fair compensation. Employers must stay updated on these changes to ensure they remain compliant with the new salary requirements.

If you’re a highly skilled professional looking to move to the Netherlands or an employer seeking to hire international talent, understanding these updated salary guidelines is critical for compliance with IND regulations.
