I want to leave the Netherlands for a short period of time but I haven’t got my new residence card yet
It could be that you want to go on vacation, but your current residence permit will expire exactly in that period; the application for the extension has already been granted but you have not yet been able to make an appointment to collect the residence permit.
You may then be eligible for a return visa. If you have Brazilian nationality, this is not necessary. You can then freely travel in and out of the Netherlands. Keep your current (expired) residence card handy and also take the letter of approval with you as proof if necessary.

If you have a Tourist visa, are you allowed to stay in the Netherlands during the application process for your Highly Skilled Migrant (HSM) visa?

You must leave the Netherlands at the latest one day before the application is submitted to the IND (Immigration Office).
Is it true that if you have Israeli citizenship that you don't have to pay IND fees?
Based on the Benelux Treaty, citizens of San Marino and Israel do not pay for the application for a provisional residence permit (MVV). Therefore, they do not have to pay for the TEV-procedure (joint application for mvv and residence permit).
How many days are you allowed to go on a business trip abroad?
A foreign national must have main residency in the Netherlands if (s)he has a right of residence in the NL. This means that (s)he lives and spends most of his/her time in the Netherlands. Moving your main residency can end the right of residence. The IND assumes that one has moved his main residency out of the Netherlands if (s)he has been abroad longer than allowed. How long one may stay abroad depends on the type of residence one has. For a temporary residency permit the IND considers that ones main residency has been moved if:
- (s)he has been outside the Netherlands for more than 6 continuous months. His/her stay outside the Netherlands was not due to force majeure, but own choice.
- For 3 years in a row, (s)he has been outside of the Netherlands for more than 4 continuous months. The IND counts these 4 months per calendar year (January to December). They do not add up separate periods. (S)he has moved the centre of his/her activities abroad. This means that (s)he cannot prove that (s)he carries out the largest part of his/her activities in the Netherlands. The IND looks at this per person.
There are exceptions on the above for temporary residence permits like highly skilled migrant permits
Highly skilled migrants are allowed to work outside the Netherlands for a total of up to 8 out of 12 months. The IND adds up separate periods. The 8 months period starts when the highly skilled migrant first moves abroad for work from the NL.
They must still meet the requirements of their highly skilled migrant permit.
If someone goes abroad for other reasons than work, they are not allowed to move their main residence for more than 6 months in a calendar year (see general rules above).
