When you are living in the Netherlands with a Dutch taxable income, it is most likely you must file a tax return stating your income, expenses and other relevant financial information to the Dutch Tax Authorities (Belastingdienst).
The main rule to determine whether you must file a Dutch tax return, is if you expect to pay (additional) income tax equalling to at least the so-called “assessment” threshold. So not everyone with an income needs to file a tax return.
Specifically, tax returns for highly skilled migrants and expats can be very complex since often tax implications in different or multiple countries must be taken into consideration.

Income outside the Netherlands
If you are also receiving income outside the Netherlands, it is important to mention this when completing your annual income tax return. This is to avoid double payments or deductions.
Wage tax/payroll tax and income tax
Wage tax/payroll tax is the tax you pay on your income when you work in the Netherlands. This tax is deducted from your gross salary and paid to the Tax Authorities (Belastingdienst) by your employer.
Income tax return
It is a requirement from the Tax authorities that your income tax is filed annually. Your tax information is already submitted by the payroll company or state authority, even if payroll tax has already been withheld from your gross salary.
